Commentary on Statutory Instrument 10 of 2026 – Vehicle Registration and Licensing (Amendment) Regulations 2026

In line with the New Republic’s mantra “ease of doing business” the Government through the Ministry of Transport has gazette new fees which are much lower than the previous gazetted fees.

The revised fees were published through Statutory Instrument 10 of 2026 by the Ministry of Transport and Infrastructural Development.

According to the Statutory Instrument and the schedule of fees, first time registration of a motor vehicle, motor cycle and trailers now cost USD50.00. This has been significantly reduced from USD500.00.

Change of ownership without changing the number plates costs USD15.00

Change of ownership while buying new number plates cost USD 95.00.

Change of ownership of a motorcycle, trailer with new plates costs USD85.00

Change of ownership of a motorcycle or trailer whilst retaining old plates costs USD 15.00

Replacement of a Public Service motor vehicle number plates now costs USD85.00 with PSV trailer number plates costs USD80.00.

Duplicate third plate cost USD35.00, at third plate contains the information of the car such as the chassis, engine number and the number plate. It is mandatory that the third plate be affixed on to the windscreen of the vehicle. Tempering with the third plate carries a USD30.00 fine. A third plate main purpose is to avoid fraud and to identify the owner of the vehicle.

Personalized number plates for motor vehicles with engines not exceeding 1500cc is pegged at USD2500.00, personalized plates for vehicles with engines exceeding 1500cc cost USD5000.00.

Garage plates and Garage licence costs USD50.00 separately. Garage plates are special plates used by licensed motor dealers and mechanics which allows them test drive motor vehicles without the standard registration processes.

And finally abnormal load plates have been pegged at USD50.00.

The massive reduction of these charges has been attributed to the mantra of ease of doing business in Zimbabwe and in the same vein it is aimed at lowering compliance costs in the transport sector thus creating a conducive business environment.
